French Bistro and Dog Grooming Service Join New Business Lineup

The development project known for the last year as the “16 Martha Street (former American Locker site) project” now has an official name as well as all authorizations needed from the village planning board to proceed. The project, named EVLofts, received final approvals for a special use permit, site plan amendment and architectural design. Construction is expected to begin in the spring.

Wayne Bacon, who represents the developers, told the Ellicottville Times that the group is building a “very sophisticated web presence” to help market the property that will allow potential renters to view all 18 units and to book online.

The planning board also took action on several other ongoing and new projects during its meeting on Tuesday, Dec. 9.

A sign permit was approved for awnings at the new Armor Inn restaurant on the Mill Street side of the building.

A public hearing was set for a special use permit to operate a pet grooming business in the Ellicottville Square development on Bristol Lane. The planning board was assured by property owner Kody Sprague that soundproofing will be installed on all interior walls that share space with other tenants in order to minimize any noise from the business. Sprague and business owner Sierra Usyk noted that the business will only be open during the day and that no pets will be on the premises overnight.

The board said it would place a condition on the special use permit that will allow it to revisit the noise issue three months after the business opens to determine if additional soundproofing or other measures are warranted.

The board approved the architectural designs presented for an addition and renovations to a private home on Elizabeth Street.

It also approved proposed window and doorway replacement on the first floor, alley-side exterior of the Ellicottville Inn Condominiums building. Ellicottville residents Victoire and Sylvain Girard plan to open an authentic French bistro in the space. The restaurant will seat 40-45 people in the dining area and 16 more at a bar. Victoire said she hopes to be open by late spring or early summer.

Public hearings were set for two residential developments on either side of Fillmore Street in the village. Glendale Development, which proposes to construct nine townhouse buildings (18 units) on the east side of the road, and Sprague Development, which is proposing a 19-lot single-family home subdivision on the west side, have been working with village engineers on sidewalk, sewer and water line issues for  their developments. Those infrastructure issues have been resolved to everyone’s satisfaction. The hearings are for the preliminary site plans for the Glendale master planned development and the preliminary plat plans for Sprague’s major subdivision. SEQR review of both projects also was initiated by the board.

The next meeting and the above-noted public hearings will be held on Tuesday, Jan. 13 beginning at 5:30 p.m. in the Village/Town Hall.
