East Otto Town Board Minutes

October 13, 2015

The October meeting of the East Otto Town Board was called to order on Tuesday, October 13, 2015.

Jim Ellis addressed the board on behalf of the East Otto Preservation Group (EOPG). They have some ideas for the Town Board as follows:

1. This year is the 80th anniversary of the William C. Edmunds Fire Co. The EOPG would be interested in honoring them at the annual community day unless the Town Board plans on honoring them in some other way.

2. Digging up and opening the time capsule that was buried 40 years ago at the Town Hall. (Town Clerk will look at information maintained at the Clerk’s office concerning the capsule.)

3. They are interested in placing a WWII Honor Board in front of the Town Hall.

4. Other suggestions

a.) electricity to the pavilion

b.) Washing the windows of the Town Hall

c.) Paint (varnish) the basement floor

d.) Open stuck basement windows

e.) Paint the Town Hall

f.) Cut the limb hanging over the pavilion so it does not fall on anyone or anything

g.) They would like the Town Board to try to get WiFi for the Town

h.) Get a grant to put historical building records and memorabilia on DVD in case of fire or other disaster. (Advised to contact STW for a cooperative grant)

i.) They feel that all Town Board members should have keys to the Town Hall and Historical building

Jim thanked him for attending.

Planning Board Chair Carol Dill addressed the Board on the Planning Board’s efforts concerning the Master Plan for the Town. They will proceed with preparing a questionnaire and advertisement for where a questionnaire can be obtained, as well as holding public information meetings.

Highway: The insulation has increased in price by about $560. The board would still like to proceed with the project. Tom met with the president of the sportsman’s club about the gravel pit. There is considerable erosion because of the hard rains. There was also some concern because someone was on the property without permission. It was employees of TSL Co. who are doing the re-evaluation.

Snake Run is coming along. The contractor will come in to do the finishing touches. The ditch off Bowen Rd. definitely needs to be cleaned out to prevent future road flooding. Several under-the-road pipes have collapsed because of erosion from the flooding. They are being replaced as needed. There was some discussion on allowing the Highway employees to carry over a certain number of sick days each year to a maximum number which the board will determine. It was felt that this would be a nice benefit and discussion was tabled until the next meeting.

Town Clerk Ann Rugg reported that the vital records and minutes have been digitized and have been returned. They are being stored digitally at STW.

The Town of Concord has asked the Town of East Otto to sign a letter of support for Mercy Flight EMS to help them obtain a certificate of public need. The Board agreed to offer their support.

The Public Hearing on the Preliminary Budget for 2016 will be held on November 10, 2015 at 9 p.m. There was discussion on the budget.

The Health Insurance “buyout” amount will be increased to $1,250 per year payable ½ in June and ½ in December.

The town’s share of employee health insurance for 2016 will remain at $430/month.

The Preliminary Budget for 2016 was presented with a projected increase of 1.0228% over the 2015 budget.

The second October meeting is cancelled. The next meeting will be Tuesday November 10, 2015 at 8 p.m. at the Town Hall.

Mr. Guerin again addressed the board about his concerns on Traffic Street. He asked that the board start by plowing the road this winter.
