The Town of Ellicottville’s Planning Board has been unable to approve site plans for the proposed Stillhouse Brewpub at 6600 Rt. 219 despite months of review.
The board took up the matter again at its February 22 meeting, when town engineer Mark Alianello explained that the revised site plan provided by Stillhouse’s project engineer still does not meet the town’s requirements, nor does it answer outstanding questions. Issues remain with lighting, drainage, parking space sizes, driveway width, snow storage, the scale of the plans themselves and more.
The project has been on the planning board’s agenda since August 2015. It also must be approved for zoning variances by the Zoning Board of Appeals, which cannot proceed without proper plans.
Alianello said that, despite “making every effort to help him” both verbally and in writing, the Stillhouse engineer still “doesn’t seem to understand what the planning board needs.”
The board explained to Bill Bursee, owner of the proposed restaurant/distillery, that it supports the project but that it will not put the site plan review back on the agenda until adequate, approvable plans are presented. As such, the project review was tabled.
Trail Heights Moves Forward
The Trail Heights Subdivision preliminary plat plan application, which was first presented to the Planning Board last month, was deemed complete by the Planning Board on Monday. The board set a public hearing on the project for its March 28 meeting.
Trail Heights is a new 14-lot housing development on 70 acres across Poverty Hill Rd. from the planned 42 Degrees North (42DN) resort community. The east side of the new development abuts the town’s conservation district. The road and a community trail will be maintained through a Homeowners Association.
The Homeowners Association manual must be provided for planning board review and then must be submitted to the State Attorney General’s office for approval.
In other business, Town of Ellicottville Supervisor Matt McAndrew attended the meeting to let the board know that he is committed to improving communications between all of the town’s boards by sharing agendas and minutes.
The meeting was the first for new town planner Gary Palumbo.
The next meeting of the planning board will be held at 6 p.m. on Monday, March 28 at the town/village hall.
