East Otto Town Board- November Meeting Minutes

The November meeting of the East Otto Town Board was called to order at 6:04 PM by Deputy Supervisor Dave Forster on Tuesday Nov. 14, 2017.

A motion was made by Mike Poch and seconded by Sid Barber to confirm and accept the results of the individual poll of each member on Oct. 10, 2017 by Supervisor Ann Rugg to authorize Highway Superintendent Tom Benz to agree to trade in the loader for a new one for another year, for $8,223. All members voted yes.  Forster, Spors, Barber, and Poch were in favor. Motion carried.

Highway: Tom told the board that there were many roads hit hard from the big storm. All of the roads that were affected have been repaired with the exception of Snake Run road. He has contacted a contractor to assist in the work left to be done.

A new pressure washer was purchased, was hooked up and is working good. The loader has been switched out.

Tom presented the board with a quote on materials for the addition on the back of the shop. He spoke to CEO Jeff Holler in regards to the addition.

Town clerk: Read a letter from Justice Dennis Young. The letter stated that Justice Young was elected Third Vice-President of the NYS Magistrates Association. The letter also stated the classes Justice Young has taken for a total of 29 CJE Credits for 2017.

Deanna told the board that the zoning board members completed their yearly training. Discussion took place regarding openings on the planning board and board of assessment review.

Deanna took records management training and also Laserfiche training.   

CEO Report: Jeff completed 12 inspections, issued 6 permits, issued 1 violation, answered 21 phone calls, attended court and deposited $235 to the clerk for permits issued.

A motion was made by Mike Poch and seconded by Dave Forster to purchase materials for the addition on the highway garage according to the quote presented by Tom.

Roll Call Vote as follows:

David Forster, yes; Michael Poch, yes; William Spors, no; Sid Barber, yes; Ann Rugg, yes. Motion carried.

A motion was made by Sid Barber and seconded by Mike Poch to open the Public Hearing on the 2018 Preliminary Budget at 7:30 p.m.  Forster, Spors, Barber, Poch and Rugg were in favor. Motion carried.

Michael Guerin addressed the Board concerning Traffic Street and it being a seasonal road.  He stated that instead of putting an addition on the highway garage, he felt the money should be put toward the roads.

A motion was made by Mike Poch and seconded by Sid Barber to close the public hearing on the 2018 Preliminary Budget at 7:45 p.m.  Forster, Spors, Barber, Poch and Rugg were in favor. Motion carried.

A motion was made by Dave Forster and seconded by Mike Poch to adopt the Preliminary Budget as presented as the Town Budget for the Town of East Otto for 2018. Roll Call Vote as follows:

David Forster, yes; Michael Poch, yes; William Spors, yes; Sid Barber, yes; Ann Rugg, yes. Motion carried.

Public Comment: Michael Guerin addressed the Board again concerning Traffic Street and it being a seasonal road. Robert Bowen had comments regarding FOIL requests.

A motion was made by Mike Poch and seconded by Dave Forster to adjourn at 7:50 PM. Forster, Spors, Barber, Poch and Rugg were in favor. Motion carried.
